The Proctor Therapeutic Foster Care
Program gives masters level staff the opportunity to learn about and work in the child
welfare system, while providing a balance between case management and clinical duties.
Foster care workers interface with DSS workers, school personnel, probation officers and
court personnel, and other human service providers. Case workers develop and implement
clinical intervention plans with clients, their Proctor parents and other providers to
facilitate childrens success at achieving goals to remain living in the community.

Youth
between the ages of 7-18, male and female, with histories of abuse or neglect and multiple
family problems. Appropriate referrals are youth with a variety of difficulties including
aggressiveness, running away, impulse control problems, anger management, emotional
issues, and school problems. Most have been unsuccessful in regular foster home or are
transitioning back to the community from residential programs. Clients must be able to
tolerate living in a family setting. |

Contracted
services are provided to Department of Social Services Worcester and South Central area
offices. Commonworks, The Department of Mental Health, Department of Youth Services,
Managed Care Providers, and other Department of Social Services area offices also refer to
the program. Referrals are made by contacting the Program Director by phone. The Program
Director will request that a packet be sent of relevant reports regarding the referrant so
that a suitable placement can be identified. |

$45.00 to $50.00 per day for reimbursement to Proctor Parents
commensurate with experience. |
| Staffing |
Trained staff includes Program Director, Family Resource
Specialist, and Masters Level Case Managers. Average caseload is nine. Foster Parents are
selected based on their ability to provide a structured, caring and supportive home
environment and model healthy behavior for seriously disturbed youth. Foster parents are
required to complete pre-service training and have at least one year experience providing
foster care to troubled youth. |

YOU,
Inc. offers therapeutic foster care services for troubled youth able to live in a family
setting. This intensive treatment model utilizes a one:one foster parent to foster child
model to provide a caring therapeutic environment as an alternative to placement in a
group setting. Sibling groups are also accepted. Proctor parents work as part of the
clinical team, provide support, supervision, and structure, and provide for all the
youths needs including basic care, transportation, advocacy, and medical attention.
The program provides foster parent training, supervision, 24 hour back-up services,
educational advocacy, and case management services. |
